Questions and answers
Which city has the most public employees on the list?
Winnipeg: 20,149 people at employers based there were paid $85,000 or more in 2025.
Which city has the highest median salary on the list?
Thompson, $117,732 in 2025, among cities with 100 or more people on the list.
How are employers placed in a city?
By the employer’s own name (“City of Ottawa”, “Regional Municipality of Peel”), by where its schools are for a school board or division, or its sites for a hospital or care home (Statistics Canada’s educational and healthcare facility databases), or by its main campus for a university or college. People are counted where their employer is based, not where they live or work.
Why is an employer not in any city?
Province-wide employers (the Government of Manitoba, Shared Health, Manitoba Hydro, Manitoba Public Insurance and others) and boards or health groups spread over several towns are not placed. Employers placed in a city account for 47% of the people on the 2025 list.
Why is someone not on the list?
Only people paid $85,000 or more in the year are listed, and only by the public employers the Public Sector Compensation Disclosure Act covers. Someone paid less that year, or working elsewhere, does not appear.
